The RHB has written to Government outlining the need for more investment to deliver affordable housing for the region. An extra £400m is required over three years to meet the target of 11,200 affordable homes a year set by independent inspectors. Research

Housing and Affordability in the South East

Market affordability is one of the factors that the Regional Assembly is expected to take in to account in determining future overall levels of housing provision. Planning Policy Statement 3 states that the main tool we should use is output from the National Housing and Planning Advice Unit's 'Affordability Model'. However, the model is generally not well understood and its outputs are treated with some caution by planners. The Regional Assembly therefore commissioned Professor Christine Whitehead to explain the thinking underlying the model, what the model predicts and what the implications might be in the South East.

The Regional Assembly commissioned research to get a greater understanding of the dynamics of the buy-to-let market in the South East region.

Sub-regional housing markets study

Housing need and type and size research

As part of its strategy update the RHB commissioned research into Rural Affordable Housing Need in the South East and the Type and Size of homes being built in the region.

NOTE: The Housing Type and Size report by consultants was commissioned to inform decisions on whether action or regional policy guidance is needed on this subject. The Regional Planning Committee has discussed, but not endorsed the report.

As part of the Regional Housing Strategy review process, the Board consulted on its proposals from February - April 2007. The consultation draft can be downloaded from the Regional Housing Strategy page. Please see the consultation timetable for further details.

Overcrowding

The following report, produced by the Regional Housing Forum, examines the effects and implications of overcrowding in the South East and its role in relation to affordable housing supply.

It makes a number of recommendations in relation to the planning system. These have been amended on further advice from the Assembly Housing Advisory Group reflecting local authorities Local Development Framework responsibilities.

Government has since published an action plan for overcrowding supporting many of the points made in the regional report.

Regional Funding Allocations (RFAs)

The University of Bristol has conducted research, including interviewing Assembly members and staff, to evaluate the quality and rigour of regional decision making procedures for RFAs in all English regions. It looks at how the different resource capacities and objectives of regional stakeholders are being managed in efforts to achieve integration between:

  • economic development
  • housing
  • transport policies
  • the extent to which regional policy making is underpinned by robust, inclusive and evidence based procedures.
