The Regional Assembly, working with the South East England Regional Aggregates Working Party (SEERAWP), is undertaking a review of the sub-regional (minerals planning authority) apportionment of land-won primary aggregates. This will inform a review of Policy M3 of RPG9 and the draft South East Plan. Following consultation, a project plan has been agreed and submitted to Government.
The Assembly, together with a steering group of Minerals Planning Authorities and industry representatives, has developed alternative options for apportionment. These take into account a range of factors including demand for materials, past sales, the amount of un-sterilised resource, and environmental designations. This should provide a more rounded and forward looking approach than relying only on past sales, and reflects the recommendations made to the Assembly by independent planning inspectors. ConsultationPublic consultation on the options is currently underway, running from 15 May to 8 August 2008, before a preferred apportionment is selected to use in amending Policy M3 of RPG9 and the South East Plan.
